"L'été d'action anti-nucléaire" et ses camps internationaux, ses
rassemblements et ses actions se termine et a été très inspirant.
Beaucoup de gens du réseau "Nuclear Heritage Network" se sont
concentrés pendant la dernière semaine sur le nouveau projet de
central nucléaire dans les pays d'europe de l'Est, la lutte contre les
mines d'uranium ou le projet de construction d'une centrale nucléaire
en Finlande. En Lituanie, la majorité des électeurs ont dit "NON" au
référendum sur l'énergie nucléaire cependant le gouvernement n'est pas
disposé à suivre ce vote.

Pendant ces 2 derniers mois, deux journées d'action internationales
ont été organisées par des militants de notre réseau : la Journée
d'action sur l'uranium en Septembre et la Journée d'action européenne
pour demander au gouvernement lituaniende respecter le vote contre
l'énergie nucléaire. D'un part, il était dommage que seulement
quelques groupes aient participé à la journée d'Action sur l'Uranium
qui avait été préparée depuis le début de l'année. D'un autre côté, ça
a été une belle surprise que de nombreuses actions aient pris forme
lors de la Journée Européenne d'Action à l'ambassade de Lituanie alors
que cela n'avait été annoncé qu'une semaine avant: ces journées
d'actions communes ont du potentiel!

1.  Penly: un "incident sous contrôle" masque un véritable accident

Le 5 avril 2012, un incendie a eu lieu sur une des pompes du circuit
primaire du réacteur n°2 de la centrale de Penly (Normandie), suivi 
quelques heures après d'une importante fuite d'eau du circuit
primaire. Pour EDF, il ne s'agit que d'un incident. Pourtant, des
documents internes à EDF montrent qu'il s'agit bien d'un accident, qui

2.  Pétition pour une nouvelle Justification des normes de sécurité de
    base EURATOM (BSS) directive 96/29
---------------------------------------------------------------------
L'idée est d'inonder le Parlement européen de pétitions pour exiger
que la Commission européenne ordonne un nouveau Justificatif de toutes
les pratiques entraînant l'exposition de la population à la
contamination radioactive. La pétition est basée sur le fait que la
directive EURATOM BSS a une clause qui stipule que si une preuve
nouvelle et importante montrant que la directive ne protège pas les
citoyens alors il doit y avoir un réexamen et re-Justification des
limites réglementaires. Ceci est le droit européen et est donc aussi
le droit des États membres.

La pétition modèle, ainsi que des explications et une liste des
principale preuves scientifiques nécessaires pour démontrer qu'une
nouvelle justification est nécessaires sont disponibles et
téléchargeables sur le site http://www.nuclearjustice.org .

3.  "International Sailing Trip" (Voyage Nautique International) a
    fait escale à la centrale nucléaire d'Oskarshamn
---------------------------------------------------------------------
Mercredi 31 Aout, un groupe anti-nucléaire international a fait escale
contre le projet suédois de construction d'une nouvelle centrale
nucléaire. Un bateau à voile mis le cap sur la station d'énergie
atomique de Oskarshamn (Suède) en déployant ses voiles où étaient
inscrit "Energy Turn Now!" (Changeons d'énergie, maintenant!). Décoré
avec des symboles anti-nucléaires, le bateau activiste a pris position
dans la baie face aux installations nucléaires. Oskarshamn est aussi
un site de dépôt temporaire pour les déchets atomiques hautement
radioactifs.

La centrale nucléaire d'Oskarshamn pollue la mer Baltique avec des
particules radioactives par leurs eaux usées et l'eau de
refroidissement relarguée dans la mer Baltique. La centrale nucléaire
a aussi un impact négatif sur l'écosystème de la mer proche du site.
Les activistes ont noté l'extrême augmentation de température de l'eau
aux abords de la centrale nucléaire d'Oskarshamn. Cela affecte
malheureusement la faune et la flore de la mer Baltique. En plus de
ces pollutions permanentes de la mer par la radioactivité et la
chaleur, le stockage temporaire de déchets hautement radioactifs sur
le site fait peser un grand risque nucléaire sur la région de la mer
Baltique.

4.  Marquage des sites de stockage des déchets nucléaires
---------------------------------------------------------------------
Une question qui a longtemps été à l'ordre du jour dans la gestion des
déchets radioactifs est le moyen de marquer un site de stockage de
déchets afin que les générations à venir soient en mesure de
comprendre son but et ses risques. Des recherches sur de longs
supports d'information ont été faites. Mais comment faire pour que le
"peuple du futur" sache qu'il y a un message à l'intérieur ? Ou même,
où le mettre pour que le "peuple du futur" le trouve avant que des
gens commencent à creuser? Et puis, des questions plus importantes: un
tel avertissement ne risque-t-il pas d'inciter les gens à creuser? Ne
devons-nous pas plutôt oublier à jamais que ces dépôts existent? Mais
comment? C'est le sujet de cet article.

5.  Actions contre les armes nucléaires à Paris
---------------------------------------------------------------------
Comme l'une des suites possibles d'activités à la dernière rencontre
du réseau international à Döbeln (Allemagne), à part le blockage
d'Olkiluoto en Finlande et la navigation anti-nucléaire de la Suède à
l'Allemagne, nous avons proposé une action plus rapide contre les
armes nucléaires à Paris. Les journées d'actions ont eu lieu entre le
6 et 9 Aout 2012 à la tour Eiffel (Jours d'Hiroshima et de Nagasaki).
Un participant de la rencontre du réseau s'est joint à l’événement et

6.  Des militants Biélorusses anti-nucléaires ont été blockés à
    l'entrée de l'UE
---------------------------------------------------------------------
Le 26 Septembre, les 2 militants biélorusses antinucléaires Mikalai
Ulasevich et Tatsiana Novikava n'ont pas été autorisés à entrer en
Lituanie pour le motif de statut de "persona non grata" qui pourraient
mettre en danger la l'ordre public ou la sécurité nationale de
Lituanie ou d'autres états membres de l'UE. En fait, ils voulaient se
joindre à la conférence «La Lituanie - Bélarus: Energie Nucléaire
Voisine "qui s'est tenue au Parlement Lituanien. Ils avaient été
officiellement invités à partager leurs points de vue sur les
problèmes de construction de centrale nucléaire et la participation du
public dans la prise de décisions sur l'énergie nucléaire en
Biélorussie et en Lituanie.

7.  L'Uranium Action Day a eu lieu dans cinq pays
---------------------------------------------------------------------
Pour la deuxième fois, des militants anti-uranium ont lancé un appel
pour une journée internationale "Uranium Action Day". Elle a eu lieu
le 29 Septembre, 2012, avec des actions à Döbeln, Duisburg, Essen,
Francfort, Gronau (Allemagne), Ekaterinbourg, Kazan, Moscou, Mourmansk
(Russie) et dans divers lieux en Hongrie, Pays-Bas et en Mongolie. Il
est même possible qu'il y ait eu encore plus d'actions que celles
déclarées pour l'instant sur le site web de la Journée d'action. En
2008, lors du premier appel à l'Uranium Action Day, le nombre de
villes et de pays participants était encore plus élevé.

L'Uranium Action Day visait à s'opposer à l'industrie de l'uranium
avec des protestations par l'organisation d'événements publics en
particulier en face de leur siège ou agences. L'autre objectif était
de faire passer le message sur les menaces des installations minières
d'uranium et de leur transformation, ainsi que de sensibiliser le
grand public au le lien entre les centrales nucléaires et le
combustible d'uranium.

8.  Nouvelle énergie nucléaire Russe: "Risque pour l'Europe"

Oleg Bodrov et son avocat, André Talevlin, ont fait appel à la Cour
européenne des droits de l'homme après s'être vu refuser l'accès à un
tribunal Russe au sujet de la prolongation illégale de permis pour un
réacteur nucléaire du même type que Tchernobyle. A l'occasion d'une
visiteà Strasbourg,siège de la Cour Européenne, Oleg Bodrov a
récemment été interviewé par le Journal D'Alsace à propos desraisons
de cet appel.

L'un des réacteur de type Tchernobyle de la centrale nucléaire de
Leningrad, à 40km à l'Ouest de St Pétersbourg (Russie), s'est vu
accordé une autorisation illégale de l'autorité russe pour fonctionner
au-dela de sa durée de vie prévue à la conception. L'autorisation a
été accordée sans une véritable Evaluation des Impacts
Environnementaux - EIE - ni une réelle implication des citoyens dans
le processus de décision. Cece est contraire à la loi Russe.

Bodrov s'est vu refusé le droit de présenter l'affaire devant un
tribunal russe. En tant que simple citoyen, il n'a pas le droit
d'accéder au système judicière. Le tribunal russe a également déclaré
que la décision a été prise par les autorités compétentes, tel que
toutes les questions de sécurité et de préoccupations
environnementales aient été prises en compte. La seule possibilité de
revenir sur cette décision d'extension de la durée de vie jugé par un
tribunal était donc un recours devant la Cour européenne.

9.  Manifestations dans 10 villes contre l'EPR et pour la fermeture
    immédiate des centrales vieillissantes

Le 13 octobre 2012, des rassemblements ont eu lieu dans dix villes
pour exiger l'arrêt du chantier EPR et de sa ligne THT et la fermeture
des centrales vieillissantes. À Laval (près de la Bretagne), près de
4000 personnes ont envahi le centre-ville. À Lyon, s'est déroulé la
simulation d'une décontamination de "réfugiés du nucléaire" fuyant
leur région après un accident, puis une chaîne humaine de 1000
personnes s'est déployée dans le centre-ville. À Strasbourg, à l'aide
de parapluies, les personnes rassemblées ont formé un gigantesque
"STOP" pour exiger la fermeture immédiate de la centrale de
Fessenheim, la plus vieille de France. À Metz, de nombreux
luxembourgeois et sarrois se sont joins au rassemblement pour
protester contre les risques liés à la centrale de Cattenom, toute

10. 9 mars 2013: Une chaîne humaine à Paris pour la sortie du
    nucléaire
---------------------------------------------------------------------
Le 11 mars 2012, près de 60 000 personnes ont formé une chaîne humaine
dans la vallée du Rhône, en solidarité avec le peuple japonais et pour 
demander une sortie du nucléaire en France. En 2013, une nouvelle
chaîne humaine sera organisée à Paris, avec l'ambition d'encercler les
lieux où sont prises les décisions de politique nucléaire. On espère
la participation nombreuse de personnes de toute la France et d'autres

11. Pays-Bas: le nouveau réacteur n'est pas nécessaire à la production
    d'isotopes d'usage médical

En 2010, la Fondation Laka a publié un premier rapport sur la
production d'isotopes radioactifs médicaux sans un réacteur nucléaire.
Les Pays-Bas prévoit un nouveau réacteur de recherche principalement
dans le but de produire des isotopes médicaux. Laka travaille
actuellement sur un nouveau rapport de recherche qui mettra l'accent
sur l'évolution du marché de la production d'isotopes médicaux, basé
sur une prévision desdéveloppements technologiques et des changements
dans les chaînes d'approvisionnement. Le but de ce rapport est de
montrer qu'il n'existe pas de «rentabilisation» pour le réacteur de
Pallas (qui doit être financé à titre privé). Laka est l'une des
quelques rares organisations aux Pays-Bas à travailler sur cette
question (et qui est opposé à la contruction du nouveau réacteur
Pallas, d'ailleurs).

12. La fin du projet de centrale nucléaire à Fennovoima
---------------------------------------------------------------------
Comme prévu plus tôt cette année, le projet Fennovoima pourrait
s'arrêter pour des raisons économiques.

Depuis, plusieurs petits actionnaires ont quitté le projet, mais la
dernier clou du cercueil a été l'annonce de E. On de le quitter lui
aussi. Il y a maintenant environ 40% des actions à vendre, et aucun
acheteur en vue. D'autres actionnaires s'en vont, donc tous les signes
montrent que c'est la fin du projet de construction d'un réacteur 7ème
en Finlande.

13. Projet d'énergie nucléaire de Fennovoimas projet nucléaire en
    Pyhäjoki (Finlande)

En Juillet 2010, le parlement finlandais donnait son accord de
principe pour le projet de construction de la nouvelle centrale
nucléaire de Fennovoima, mais la société n'a pas encore été en mesure
de présenter une demande de permis de construire au gouvernement
finlandais. La tentative de construire un nouveau réacteur à Pyhäjoki,
sur la péninsule d'Hanhikivi -une zone sauvage préservée avec de
nombreux types d'habitats naturels en danger- est l'un des projet les
plus orgueilleux de toute l'Europe. Hanhikivi est une importante aire
de nidification pour presque une vingtaine d'espèces d'oiseaux
menacées, en particulier une importante aire de repos pour la
migration des oiseaux de l'Arctique. Si le projet de centrale
nucléaire est réalisé, la région va se changer radicalement en zone
industrielle.

14. Chernobyl Day 2012: 138 actions pour refuser le risque nucléaire!

La catastrophe de Fukushima vient de commencer, et celle de Tchernobyl
n'est toujours pas terminée. Comme le gouvernement français n'en a 
toujours tiré aucune leçon, le Réseau "Sortir du nucléaire a lancé un 
appel à action du 26 au 29 avril 2012, pour rappeler l'urgence d'une 
sortie du nucléaire. 138 actions ont eu lieu en France, en particulier 
des chaînes humaines dans les grandes villes. Retrouvez toutes les

15. Canadian Nuclear Safety Commission - A Regulatory Farce
---------------------------------------------------------------------
Canadians are not being protected from the nuclear industry by their
nuclear regulator. The Canadian Nuclear Safety Commission (CNSC) is
the "lapdog" of the nuclear industry, not its "watchdog." The CNSC is
the most corrupt regulatory body in Canada.

16. Uranium approval a threat to Western Australia
---------------------------------------------------------------------
The Western Australian Environment Minister has given an important,
but not final, approval for WA’s first uranium proposal. Toro Energy’s
proposed Wiluna uranium mine still requires federal approval, a number
of other state approvals and also faces possible legal challenge over
its risks and impacts. Uranium mining is different from mining other
minerals and is opposed widely by environment, community and
Indigenous groups, many public health bodies and trade unions.

17. Fuel, fire, fungus, footprints…acting on our sentiments post

18. The European Court of Human Rights puts an End to the Slovenian
    Nuclear Referendum Proposal Story

On July 18th 1995 37 MPs of Slovene parliament filed in a law proposal
for a national referendum to shut down the NPP Krsko. The prime
minister of the time Janez Drnovsek called by phone the evening before
routine adoption of the law in the parliament several MPs and urged
them to withdraw their signatures and brought the proposal to
downfall. In 1996 he also urged the dean of the Faculty of Social
Sciences of Ljubljana Ivan Svetlik and the minister of education
Slavko Gaber to fire Leo Seserko from his post as university
professor. They gave in and fired him from his post of university
professor, as he was the one who inspired the proposal. The faculty
issued at the same day an order that the professor returns from the
post of a MP back to his post of professor, and another one
annihilating the first one stating that he is fired from his post at
the university. Seserko sued both the faculty and the university and
finally lost in all court instances. The Slovene institutional court
found no violation of constitutional rights. And the judge André
Potocki, representing France at the European court for human rights in
Strasbourg, decided that there was no violation of human rights. The
Strasbourgh court also informed Seserko that his file at the court
will be shredded within one years time.

19. Sonne+Freiheit-Prize 2012 goes to.....Irmgard Schmied (Lower
    Austria) and Jiri Dvorak (Southern Bohemia)
---------------------------------------------------------------------
For the 7th time already the Austrian-Czech NGO "Sonne+Freiheit"
awarded a prize for cross-border activism in the anti-nuke field,
which often goes together with cultural and person-to-person aspects.
This year Irmgard Schmied from Northern Austria, who among others had
collected more than 3000 signatures against the NPP Dukovany just
across the border in the Czech Republic was the awarded person on the
Austrian side of the border. Her counterpart, Jiri Dvorak, former
Czech mayor of the village Lodherov in Southern Bohemia received the
Czech part of the prize, which consists among others of one share of
Austrias largest wind energy company http://www.windkraft.at worth
about 400 € each.

Mr. Dvorak organized a successful village referendum against the
planned building of a nuclear waste deposal facility under his
village. In the meantime however the lobby seems to have succeeded in
"buying loyality with millions". Both awarded will work together to
prevent the nuclear lobby from destroying their homelands. The prize
is being awarded always around the 5th of November, in remembrance of
Austria´s referendum on November 5th 1978, when the public said "no"
to the NPP Zwentendorf, which led to Austria having an article in it´s
constitution of being a "NPP-free" country. Sonne+Freiheit organizes
special language courses always in August and uses the so received
donations to finance the prize in November.

20. Nuclear transport blockaded in Münster for 8 hours
---------------------------------------------------------------------
On May 7th an uranium transport shipped some 450 tons of uranium
hexafluorid from the uranium enrichment facility in Gronau (D) to
Pierrelatte in France. Close to Münster the train had to be stopped
because of several climbing activists abseiling high above the tracks.
Only eight hours later the area was cleared again and the train was
able to continue its journey.
Nuclear transports regularly cross the world to supply the atomic
industry - mostly unnoticed.

21. Sizewell Chernobyl anniversary camp and demo
---------------------------------------------------------------------
Buoyed by the success of running a full 50-seater coach from London to
the Fukushima-anniversary demo against nuclear power at the Hinkley
Point nuclear-power station in Somerset in March, London Region CND
decided to run a similar coach to a similar demonstration at Sizewell,
marking the anniversary of Chernobyl, in Suffolk on April 21st. This
was the 4th annual demo held there to mark this anniversary.

This time, 40 people joined the coach in London, which was not bad
considering the threatening weather. (The previous April only 21 had
joined a similar coach from London.) This number was made to seem all
the more respectable when we found that only about 100 people were
there for the demonstration, as against the over 1000 that turned up
at Hinkley. The demonstration consisted of long speeches from the
eminent or representative interspersed with music, a little singing,
and a heavy rain shower, as against the burning sunshine of the
previous year, and ended with a symbolic blockade of the entrance to
the power station. This year it was a standing blockade - the ground
was too cold and wet to invite sitting!

22. Nuclear renaissance. What nuclear renaissance?

The Financial Times (FT) reported in April that the parliamentary
Energy Select Committee is to invite executives from big energy
companies to a meeting, "amid concerns that Britain's 'nuclear
renaissance' is under threat."

No wonder: the UK government is committed to plans for new nuclear
power stations at eight sites, each with one or two reactors. However
German power companies E-ON and RWE, the intended builders at two of
these sites - at Wylfa in Anglesey and Oldbury in Gloucestershire -
had announced that they were selling their Horizon joint venture to
build nuclear reactors in Britain, in part because of financial
difficulties caused by Germany's retreat from atomic power after the
Fukushima disaster. It has been suggested that Russian energy company
Russcom (Chernobyl!), two Japanese energy companies (Fukushima!), and
the Chinese State Nuclear Power Corporation might be interested, but
Tim Yeo, Conservative chair of the energy select committee is reported
by the Financial Times as saying that it was "ominous" that no buyer
had come forward to buy Horizon.

23. Demonstrators in Russia insisted on righting pervasive nuclear
    defects
---------------------------------------------------------------------
Activists across Russia used the 26th anniversary of the disaster at
Chernobyl to spotlight ongoing problems in the country's ailing
nuclear industry - many of which demonstrators say could lead to a
Chernobyl two as government and industry officials persistently ignore
the lessons of Fukushima.

In Moscow, activists gathered outside the headquarters of Rosatom,
Russia's state nuclear corporation, demanding that dangerous
high-power reactor experiments at Murmansk’s Kola Nuclear Power Plant
(NPP) cease, and that Chernobyl-style RBMK 1000 reactors, 11 of which
still function in Russia, have to be taken off the grid.

24. Nuke-free utility on the Czech market and elswhere
---------------------------------------------------------------------
Czech households and companies now have the chance to change their
utility and with nano-energies.com there is a new player on the
market, who is not involved in the nuke business. This new company
uses mainly biogas- and photovoltaik technologies. Similar companies
exist for example in Germany, Austria, France or Belgium, The
Netherlands or Spain. Such companies are for Anti-nuke activists in
so called "Nuclear states" a welcome alternative in the process of 
communicating with an often not well informed public.

25. USA: The Rush to Restart San Onofre
---------------------------------------------------------------------
The San Onofre nuclear facility is less than 50 miles from Los Angeles
and San Diego where over 8 million people reside. The 2,200 megawatt
reactors have been closed since late January 2012 due to the failure
of brand new $670 million steam generators.

The primary owner, Southern California Edison (SCE) submitted its plan
on October 1st to the Nuclear Regulatory Commission (NRC) to open Unit
2, saying it plans to make a similar submission next summer for unit
3. In a whirlwind of action, the NRC ruled against Friends of the
Earth’s (FOE) petition to hold adjudicatory hearings over the agency’s
collusion with SCE when it rubber stamped permission to replace the
old steam generators. In a classic move, the ploy here is to
investigate the critical issues brought up in the FOE petition, but 
not hold up operation of San Onofre for several years while the
adjudicatory process takes place.

26. Toxic spill at Talvivaara mine: Finland's biggest chemical
    catastrophe in history

A major environmental catastrophe took place in Eastern Finland in
November, when the Talvivaara nickel and uranium mine experienced a
spill from a waste water ponds. Leaks in the dams allowed hundreds of
thousands cubic meters of toxic waters including high levels of heavy
metals like uranium to escape the pond. For ten days between 3,000 and
5,000 cubic meters of the poisonous liquid was released to the
surrounding areas per hour. The radiation protection authority STUK
was reported to have found uranium concentrations of up to 350
microgrammes per liter in water samples. Other pollutants in nearby
waterways are at levels that may cause the death of fish and affect
plants and bottom-dwelling organisms, Finnish authorities stated.
Greenpeace called it "Finland's biggest chemical catastrophe in
history", while the Minister of Environment spoke about a "serious
environmental crime".

The Talvivaara operator was extracting hundreds of tons of uranium per
year without a permission. 2011 the Canadian uranium mining company
Cameco signed a contract to build an uranium extraction facility at
Talvivaara of a capacity of even 350 tons uranium per year. As a
response to the spill, about 1,000 people protested in Helsinki on
November 14. 17,000 signatures demanding Talvivaara to be closed were
handed over to the Minister of Environment.

27. Czech Republic wants to financially support electricity from NPPs
---------------------------------------------------------------------
The Ministery for Industry has prepared the draft of a new National
Energy-Conception, where on the one hand, it is planned to completely
stop state support for clean renewable energy sources while at the
same time taxpayer's money will be expected to pay for a scheme
discussed also in Great Britain, called "contracts for difference".
That would guarantee a certain price-level of electricity from the
newly planned nuclear reactors in Temelín and Dukovany. Only this way
will it be possible to make sure their survival in a market based
environment. Costs for building new nuclear reactors are rising year
by year, unlike facilities used for producing electricity from
renewable energy sources. And because selling large amounts of
electricity abroad is supposed to continue, there is the risk, that
those exports will be paid for by the domestic consumers.

According to the financial calculations of "CandolePartners" that
would cost almost 680 million € a year for the Czech public. An
average family (yearly electricity consumtion of about 4 500 kWh)
would so have to pay about 57 € more, which means about 10 %, than so
far. In Great Britain, where a similar form of state support is being
discussed, experts from the City Bank came up with numbers, according
which such a public financed support of nuclear energy would cost the
British households about 200 extra pounds a year (256 €).

Nuclear energy is already today greatly privileged through a reduced
liability in the case of nuclear accidents. According to the institute
for insurance at the University of Leipzig, electricity from NPPs
would cost at least 0,14 €/kWh, if those hidden privileges were done
away with.

The claim of the Industry-Minister, that the financial support for
nucelar energy is only a reaction to the market deformations caused by
the support of renewable energy sources, is an excellent manipulation.
Exactly the opposite is true. The support for renewable energies is
supposed to make up for their disadvantage compared with other
energy-sources, which are not charged for damaging the environment or
for their responsibility for nuclear damage.
