The Day Against the Geological Disposal Facility - April 18, 2015

On Saturday 18th April 2015, there will be held marches, concerts and other events to mark the joint protest in all seven sites in the Czech Republic which were chosen by the Radioactive Waste Repository Authority (RAWRA/SÚRAO) because of the siting process for a geological disposal facility.

UNESCO has declared this day as the International Day for Monuments and Sites. We want to point out that the planned facility would fundamentally change the scenery of the nearby villages and it would become a "memorial" that would last forever.

At the same time we recall that in just one week’s time, 29 years will have passed since the biggest nuclear accident ever – the Chernobyl disaster, the consequences of which will be borne by many future generations.

What is the situation today in the Czech Republic? The state, represented by RAWRA, favors the permanent geological disposal of spent nuclear fuel. He has chosen a total of seven locations where the facility could be built, and prepares for the geological surveys. Most of the inhabitants of the affected municipalities, however, disagrees with this procedure. The reasons can be summarized in two points:

  1. State does not respect the opinion of people in municipalities that are threatened by the construction of the geological disposal facility. The state struggles to start geological surveys without having resolved legislatively equal role for municipalities and itself. Adoption of the draft Act that would strengthen the position of municipalities to the level which is usual abroad, is boycotted by the state. At the same time, the proposal for a new Act was agreed by representatives of governments, NGOs, ministries and experts from the fields of law, sociology and nuclear safety.
  2. The State proceeds without a proper plan. The criteria for the siting process for a geological disposal facility are not clearly defined and therefore it is not evident how the planned geological surveys can contribute to the selection of some sites. The state also proposes to build more nuclear reactors - and thus to increase the amount of spent nuclear fuel - without a transparent and generally accepted idea about how to solve the problem of radioactive waste. By permanent geological disposal of radioactive waste without no option for retrievability the state deprives future generations of the opportunity to find another, sustainable solution for the long-term.

Each site is unique, therefore each of the organizers of the protest action adapts their form to the local conditions. Our common goal is to draw attention to the problem of geological disposal of spent nuclear fuel and launch a nationwide debate which would involve not only the inhabitants of the concerned sites, but also scientists, journalists and the general public. We consider unacceptable to transfer consequences of irresponsible management of the state on several municipalities that have no legal possibility to influence the decision-making process.
