Preface ---------------------------------------------------------------------- Although the last issue was released just a month ago due to a great delay in the NukeNews, we already gathered a number of news for this 12th edition of the Nuclear Heritage Network's multilingual newsletter system. However, it is a short one this time... A very interesting report explains why the German anti-nuclear movement decided not to take the chance of delegating two representatives to the German "Final Disposal Commission". There is also criticism on WWF's cooperation with the Russian atomic giant Rosatom as well as information on the search for a final repository for nuclear waste near St. Petersburg and official data on the severe radioactive contamination in the area of the Beloyarsk NPP disclosed. In two articles, we learn about the plans for a new reactor at the Slovenian Krško NPP and the struggle against these politics. Bewegung zur Abschaffung von Atomwaffen ---------------------------------------------------------------------- Erinnern an Hiroshima und Nagasaki - Einige mögen den Flyer von "I CAN" oder "Atomwaffen frei jetzt" gesehen haben, vielleicht hat der ein oder andere von euch ja auch das Fasten in Berlin und die Blockade in Büchel an der Mosel unterstützt... Ich hoffe viele von euch haben sich die Zeit genommen sich daran zu erinnern, was 1945 in Hiroshima und Nagasaki geschah und welcher Gefahr wir auch heute noch gegenüber stehen. Ich wollte am 2., am Fasten vor dem Bundeskanzleramt damit beginnen und wollte mich dort einer Gruppe anschließen, wie ich es im letzten Jahr in Paris gemacht hatte (Dieses Jahr waren da rund 60 Leute!). Unglücklicherweise war ich zu früh, wie ich am nächsten Tag erfuhr, und die Konsequenz war, dass ich 3 Stunden in praller Sonne zwischen Bundeskanzleramt und Brandenburger Tor hin und her geirrt bin, bis ich mich entschloss einfach einen Freund zu besuchen... Fennovoima schrumpft ---------------------------------------------------------------------- Das AKW-Projekt Fennovoima sieht sich mit großen Problemen konfrontiert, da sich weitere 15 Anteilseigner zurückgezogen haben - einige vollständig, andere teilweise. Die große Überraschung für alle bestand jedoch darin, dass darunter einige große Industriekonzerne waren. Derzeit befinden sich nur 50,28% der Anteile in finnischer Hand - der Rest steht zum Verkauf. Nach dem Rückzug von E.On hat Fennovoima den Reaktorhersteller gewechselt: Rosatom bietet nun einen 1.200-MW-Reaktor an, der im Vergleich zur ursprünglichen Planung (1.600 MW) um 25% kleiner dimensioniert ist. Rosatom plant den Kauf der ursprünglich von E.On gehaltenen Beteiligung, d.h. 34%. Nach dem Ausstieg von E.On im Jahr 2012 stehen nun weitere Anteile in Höhe von 16% zum Verkauf, jedoch haben sich bisher keine Käufer gefunden. Hinkley Point: Kommission beginnt eingehende Untersuchung von Großbritanniens Maßnahmen zur Unterstützung der Atomenergie ---------------------------------------------------------------------- Die Europäische Kommission hat mit einer eingehenden Untersuchung begonnen, durch die festgestellt werden soll, ob Großbritanniens Pläne zum Bau und Betrieb eines neuen AKW in Hinkley Point, Somerset, den EU-Vorschriften bezüglich staatlicher Beihilfen entsprechen. Insbesondere bezweifelt die Kommission, dass das Projekt unter einem echten Marktversagen leidet. Die Eröffnung einer gründlichen Untersuchung gibt interessierten Dritten die Möglichkeit, die Maßnahme zu kommentieren. Radioactive Grave In One Kilometer From The Baltic Sea And 40 km From St. Petersburg ---------------------------------------------------------------------- On Friday, December 27 at 15 o'clock, in the administration building of Sosnovy Bor, public hearings on the preliminary EIA materials on "Point of disposal of radioactive waste" (PDRW) were held. Burial place is offered in clay at a depth of 50 m, between two water horizons. It is approximately 3 km from the residential area (village Rakopezhi ), 1 km from the Baltic Sea and 5 km from the pine forest. More than 2 years is a discussion on this project ongoing. Independent experts, nuclear scientists, representatives of public organizations of Sosnovy Bor, as well as the Legislative Assembly of St. Petersburg and Leningrad region, representing the Communist Party, Just Russia, Yabloko party, come out with harsh criticism of the project. Beton - es kommt drauf an, was man draus macht! ---------------------------------------------------------------------- Das Verfahren gegen die vier Aktivist*innen, die den letzten Castor-Transport nach Gorleben im November 2011 blockierten und den Zug für 15 Stunden aufhielten, wurde eingestellt. Das Gericht bot an, dass jede*r Aktivist*in anstelle der Zahlung der geforderten Geldstrafe von je 1.100 Euro 250 Euro an den Verein "Kinder von Tschernobyl" spenden solle. Zu einer Gerichtsverhandlung kam es daraufhin nicht mehr. Two empty seats - environmental movement does not take part at repository commission ---------------------------------------------------------------------- The German environmental organizations and anti-nuclear initiatives do not participate in the commission of experts to search for a repository. The process for the search for a repository is non-transparent and contains the only set Gorleben, where already 1.8 billion EUR have been invested and infrastructure was set up: interim storage, spent fuel, pilot conditioning plant and police barracks in the district town are available. There had been no broad social debate on the procedure and the criteria for the millennium task of nuclear waste storage before the adoption of the law. The concentration of the repository search to highly radioactive waste restricts the view to only about five percent of the damage caused by the nuclear power plants waste. Furthermore, the financing of the search process through a public fund, fed by the operators of nuclear power plants, is not guaranteed. The site selection law allows expropriations and minimizes currently still existing legal sources of verification. Rosatom praktiziert Greenwashing - die "Umweltschutzorganisationen" RNEI und WWF Russland helfen mit ---------------------------------------------------------------------- Die Atommafia in Russland wird von Umweltschutzorganisationen unterstützt: vom "Russisch-Deutschen Büro für Umweltinformation" (RNEI), einem Arm der Organisation "Deutsch-Russischer Austausch", und vom WWF Russland. Beide stellten für einen Wettbewerb um den besten umweltpolitischen Artikel oder Bericht unter Radio-, Fernseh- oder Zeitungsreporter*innen einige Preise zur Verfügung. Loud announcements of new reactor in Slovenia, prolonging of life-time of old reactor and safety issues ---------------------------------------------------------------------- 2013 ended with a strong statement of the owner of Krško NPP, GEN Energija, that a second block will be constructed in 15 years in Krško. This statement has no legal basis, as the decision to build an additional block in Krško has officially not been made so far. Moreover, Slovenia clearly does not need an additional block, as the energy scenarios, prepared for a new energy program in 2011 show that Slovenia can export electricity also with no additional nuclear facilities. Apart from that, the planned site for construction in Krško is seismically risky. In 2013 Slovenia has received a report on seismic risks of Krško site from French IRSN, which warns that the site has significant seismic risks. In order to discuss the report with IRSN experts and highlight the need for public participation in nuclear debates, Focus organised an international conference (links to the presentations are available at http://focus.si/index.php?node=25&id=1373). Greenpeace Slovenia and Focus also sent several open letters to the Slovenian Nuclear Safety Authority in relation to the damaged fuel rods in the existing reactor in Krško and raised attention of the Slovenian and Croatian media for the issue. While fixing the problems with the reactor, the operator is in a process of obtaining a permit to prolong the life-time of the reactor by 50 % (by 2043, instead of 2023). So far, no public debate has been open on the issue in Slovenia. ---------------------------------------------------------------------- 10. Schwierigkeiten bei den Vorbereitungen zum Bau eines zweiten Atomreaktors in Slowenien ---------------------------------------------------------------------- Obwohl die Mehrheit der slowenischen Bevölkerung seit vielen Jahren den Bau eines zweiten Atomreaktors in Krško ablehnt, gründete eine frühere Regierung ein halbprivates Stromversorgungsunternehmen in öffentlichem Besitz, GEN, das ein solches Projekt fördern und organisieren und die Lebenszeit des ersten Reaktors um 20 Jahre verlängern soll. Ohne Parlamentsbeschluss begann das GEN mit Forschungen und verwaltungstechnischen Vorbereitungsmaßnahmen und erteilte dem französischen Institut IRSN (Institut de Radioprotection et de Sûreté Nucléaire, Institut für Strahlenschutz und nukleare Sicherheit) die Genehmigung, seismische Studien des Reaktorgeländes durchzuführen. Das Urteil des IRSN ist jedoch nicht positiv, wie das GEN gehofft hatte. Das Institut stellt fest, seine "ernst zu nehmenden neuen Befunde erlaub[t]en es nicht, in Bezug auf die Eignung des Krško-II-Geländes für den Bau eines neuen Atomkraftwerkes positiv zu entscheiden. Das IRSN weist darauf hin, dass der Bau eines Reaktors in einer geologischen Verwerfungszonebedenklich ist. Entsprechend den Empfehlungen der IAEA (International Atomic Energy Agency, Internationale Atomenergie-Organisation) und der NRC (Nuclear Regulatory Commission, Nukleare Regulierungskommission) ist das IRSN der Meinung, dass das GEN in Betracht ziehen sollte, seine Strategien für das Krško-II-Projekt zu überdenken und die Möglichkeit der Suche nach einem anderen Standort genauer zu untersuchen." Es ist unwahrscheinlich, dass es anderswo in Slowenien möglich wäre, trotz der Ergebnisse früherer öffentlicher Umfragen einen neuen Atomreaktor zu bauen. Jetzt hat das GEN das IRSN von der weiteren Teilnahme an der Untersuchung ausgeschlossen und sucht nach einem anderen Institut, das bereit ist zu bestätigen, der zurzeit geplante Standort sei nicht ungeeignet. ---------------------------------------------------------------------- 11. Ausstellung: Geschichte der Schikanen gegen die Anti-Atom-Bewegung, Teil 2 ---------------------------------------------------------------------- Dies ist die zweite Ausstellung zur Geschichte der Schikanen gegen die Anti-Atom-Bewegung. Zur ersten Ausstellung im August 2013 kamen 1.200 Besucher*innen. Zweck der Ausstellung ist es, die Geschichte der Schikanen genau zu studieren, damit sie sich nicht wiederholt. In letzter Zeit ist es zu Internetangriffen auf Websites gegen Atomkraft gekommen. Bei der Ausstellung in der für die Öffentlichkeit zugänglichen Galerie in Shinjuku, Tokio, wird eine Beratungsstunde zum Umgang mit dieser neuen Technologie stattfinden. 18.1.2014 13:00-18:00 19.1.2014 10:00-16:00 http://www.cnic.jp/5527 ---------------------------------------------------------------------- 12. Rosatom hat Kenntnis von hohem Kontaminationsniveau im Gebiet des AKW Belojarsk ---------------------------------------------------------------------- Im Zusammenhang mit dem Prozess der Umweltverträglichkeitsprüfung (UVP) für die Errichtung eines fünften Reaktors im nahe Jekaterinburg gelegenen AKW Belojarsk, einem Schnellen Brüter BN-1200, fanden sich in den Akten Belege dafür, dass Rosatom Kenntnis von hochgradiger radioaktiver Kontamination des Gebiets hat: Jährlich werden 90.000-100.000 Tonnen an radioaktivem Material, unter anderem mit Gehalten an Cäsium-137, in Gewässer geleitet, werden dort Teil des biologischen Kreislaufs und gelangen in den Fluss, die Fische, den Boden und das Grundwasser. Der Bericht gibt an, dass die Konzentration an Cäsium-137 im Wasser von Brunnen mehr als zehnmal so hoch wie der in den russischen Strahlenschutzstandards (NRB-99) festgelegte sogenannte "Interventionswert" ist. Die Radioaktivität von Cäsium-137, Strontium-90 und Kobalt-60 liegt nahe dem jeweiligen Interventionswert. Filmprojekt Nuclear Lies - erfolgreiches Crowdfunding ---------------------------------------------------------------------- Der junge Filmemacher Praved Krishnapilla aus Südindien, einer Region, welche direkt durch das AKW Koodankulam betroffen ist, arbeitet an einem 60 Minuten langen Film, um die schändlichen Methoden und Lügen der Atomlobby in seinem Land und weltweit darzustellen. Innerhalb einiger Wochen und durch viel Arbeit verschiedener vor allem österreichischer AktivistInnen (Praved lebt seit 1999 in Wien), scheint klar, dass es gelungen ist, das nötige Geld (mehr als 20.000 €) dafür zusammenzubringen. Sehr hilfreich war in diesem Prozess auch die Internetplattform http://www.startnext.de/en/nuclear-lies . Eine wichtige Anfangsunterstützung dafür gab es auch von der Grande Dame der Österreichischen Grün-Bewegung Freda Meissner-Blau. Weitere Sprachversionen des NukeNews-Newsletters ---------------------------------------------------------------------- Wie in Newsletter Nr. 11 schon erwähnt, plant die Tschechisch-Österreichische NGO "Sonne+Freiheit" wahrscheinlich in der 2. Augusthälfte 2014 ein Mini-Camp im Süden der Tschechischen Republik mit dem Ziel, die Arbeit mit und rund um den NukeNews-Newsletter weiter zu verbessern. Alle daran Interessierten sollen sich bis etwa Ende März 2014 bei "b.riepl at eduhi.at" melden.
