Preface ---------------------------------------------------------------------- Welcome to this spring edition of NukeNews! Despite the dangerous conflict with Russia in the Ukraine, their state-owned nuclear power giant Rosatom shall be allowed to take over control in the latest nuclear power plant project in Finland - being the biggest single shareholder in the operator company Fennovoima and lending a major part of the construction costs from Russia. Additionally, the financial risks are with the Russian pensioners as the money will be provided by Russia's National Welfare Fund. A scandal is also the blackmailing attempt of British government representatives in order to pressure the Austrian government to step back from their plans to take legal steps against the EU commission's "okay" for large subsidies to the proposed Hinkley Point C reactor in the UK. We have messages from Poland, the Czech Republic and elsewhere, as well as some kind of good news from Sweden, sent by our Swedish anti-nuclear friends. Fennovoima NPP construction to be paid with Russia's National Welfare Fund money ---------------------------------------------------------------------- In the middle of January a Russian government's decision became public providing money for the construction costs of the Fennovoima NPP in Pyhäjoki, Finland, with the money of Russia's National Welfare Fund, a state fund to secure pensions to retiring people. The government's decree was issued on December 30th, 2014, the document was published on January 16th, 2015. Referring to this document, there will be up to 2.4 billion EUR, but not more than 150 billion RUB, invested in the newest NPP project in Finland, where the Russian atomic companies Atomenergoprom and Rusatom Overseas are involved with 34 % of the shares. The Russian Rosatom subsidiaries took over EON's shares after the German atomic energy giant had left the Fennovoima project, that they actually had initiated, due to public pressure in Germany. Fennovoima is under time pressure to start the NPP construction before beginning of July 2015, otherwise the political "decision-in-principle" the project is based on would be invalid, and a new parliament's decision would be required. Fukushima Watch: Regulator Calls on Tepco to Discharge Tritium Water ---------------------------------------------------------------------- Japan’s nuclear regulator has officially called on Tokyo Electric Power Co. to work toward discharging low-level contaminated water into the ocean from the Fukushima Daiichi nuclear plant. Global nuclear decommissioning cost seem underestimated, may spiral ---------------------------------------------------------------------- 200 of the 434 reactors in operation around the globe will need to be retired by 2040. The estimated cost of decommissioning them is more than $100 billion. 'Doomsday clock' closest to midnight since 1984 ---------------------------------------------------------------------- The symbolic doomsday clock moved to three minutes before midnight because of the gathering dangers of climate change and nuclear proliferation, signalling the gravest threat to humanity since the throes of the cold war. Canada: Who will stand up against secrecy? ---------------------------------------------------------------------- Another secret power deal is the last thing the people of Ontario need. Nuclear Free California Holds Conference to Shut Down Diablo Canyon ---------------------------------------------------------------------- Activists from across the state and from as far away as Washington, D.C. and Fukushima, Japan attended a conference under the banner of Nuclear Free California the week-end of January 24-25 in the central coastal community of San Luis Obispo. The purpose was to discuss shutting down the local Diablo Canyon nuclear reactor, the last nuclear power plant operating in the sunny state. The aging reactor sits in a tsunami zone among a number of earthquake faults, most not known of before its construction. Many are able to deliver a jolt greater than the design can stand, according to Dr. Michael Peck, Nuclear Regulatory Commission’s former head inspector at Diablo Canyon. The NRC transferred Dr. Peck to another facility for his written opinion that the reactor needs to be shut down, and it will be a major challenge to get regulatory agencies, starting with NRC, to actually regulate. NPP construction in Poland: WorleyPearsons' contract cancelled ---------------------------------------------------------------------- On 22 December 2014, PGE EJ1 (the subsidiary of the state-owned PGE company, appointed for constructing and operating the first NPP planned in Poland) cancelled the PLN 253 million worth contract with WorleyPearsons which has been appointed one year ago to do environmental and siting research because of the "failure to meet contractual obligations and a delay in execution of works performed under the contract" as PGE EJ1 put it. It claims it takes over the execution of site characterisation "relying on the pool of resources existing within PGE Capital Group and in cooperation with national subcontractors already involved in the project". The Rzeczpospolita daily reported at this occasion that PGE had been warned by the Poland's Internal Security Agency (ABW) that WP had been cooperated closely with Russian companies in the past which could pose threat to the project's security. Polish Draft RadWaste Programme debated by IAEA and MoE ---------------------------------------------------------------------- From 3rd to 5th February, 2015, a meeting between the Polish Ministry of Economy and experts of the IAEA was held in Warsaw. The draft RadWaste programme and the general nuclear programme (PPEJ) for Poland were the main points of the agenda. The MoE claims that contents of both of the documents were highly rated and appraised by the Agency. The nuclear business media described it as if the IAEA experts would be to assist with coping with the nuclear waste issues in Poland. Poland: Transboundary consultations of the nuclear dump near Chernobyl unnoticed by the public ---------------------------------------------------------------------- In mid-November, 2014, Ukraine informed the Polish Ministry of Environment about their plan to construct a RadWaste & Spent Nuclear Fuel disposal site some 11 km away from the Chernobyl NPP. It was lodged under the Espoo convention and reportedly would not receive any comments from the public during the formal consultation period. It had not come across nor been informed about this development until in mid-January when we learnt from the media news on one of the Polish Parliament's sessions during which vice-Minister Piotr Otawski tried to pacify fears of one of the MPs claiming that generally RW disposal sites, in contrast with other nuclear installations, carry only local impact. He also said that international strict procedures are kept in that respect and would be within that particular project. ---------------------------------------------------------------------- 10. Czech vision of the Atomic State ---------------------------------------------------------------------- Last April, when the Czech government refused to guarantee the long-term return on the project of new reactors at Temelín and when ČEZ ended the tender selection process immediately afterwards, both industry and finance ministers were tasked with developing strategy for going ahead with nuclear in the Czech Republic. Its creation was kept under wraps and only recently it was submitted for an assessment to other ministries under the name of "National Action Plan for the Development of Nuclear Energy in the Czech Republic". A simple fact that the ministries were given just five days for the reaction to the proposal which will affect the future of the Czech Republic for the entire century, urges vigilance. Besides, the proposal makes reference to the approved draft of the National Energy Policy of the Czech Republic that has not yet been adopted. Liquid Nuclear Waste on N. America’s Highways? ---------------------------------------------------------------------- A plan is in the works to move over 23,000 liters of HEUNL from the Chalk River Site in Eastern Ontario to the Savannah River Site in South Carolina, another temporary holding site. This has never been done before. Are We Prepared for a Catastrophic Solar Storm? ---------------------------------------------------------------------- Within weeks, backup generators at nuclear power plants would have run down, and the electric pumps that supply water to cooling ponds, where radioactive spent fuel rods are stored, would shut off. Situation in Pyhäjoki, NPP project of Fennovoima ---------------------------------------------------------------------- Fennovoima recently gained ownership of almost all of the land and water body around the Hanhikivi peninsula. In a chaotic meeting that took place on January 31st, 2015, the participants' association of Parhalahti (with more than 200 members/land owners), that owned most of the land and water body, decided to accept the purchase offer by Fennovoima. However, the meeting was so chaotic and possibly even illegal, that the deeds have not been signed yet. No new nuclear power in Sweden ---------------------------------------------------------------------- No new nuclear power plants will be built in Sweden. In autumn 2014 the Swedish government decided that state owned Vattenfall would stop planning for a new reactor. Vattenfall stopped working on the project, but did not withdraw the application it had earlier sent to the National Radiation Safety Authority (SSM). On January 23rd, SSM informed that it had decided to stop working on Vattenfalls application for a new reactor. According to Swedish Radio and other news channels, this means that the idea of building new nuclear power in Sweden has been stopped completely. Antinuclear Groups welcome this decision. On the other hand, no deadline has been given for when Sweden intends to close its old reactors that are still in operation, and which continue to be a huge security threat. British reprisals against Austrian Government? ---------------------------------------------------------------------- Austria's federal government informed that it would take legal steps against the decision of the EU, according to which it would be possible for the British government, to financially support the construction of new NPPs - like it is planned at Hinkley Point through a contract-for-difference scheme. English NGOs praised Austria's position and even sent frightening photos from Sellafield to Vienna, published in the magazine "The Ecologist". Also the German producer of green electricity EWS-Schönau supports this attempt with an international campaign, already supported by more than 50.000 people. British Prime Minister David Cameron was "not very pleased", it seemed, when Austria's Chancellor wanted to explain the position of his country during a recent meeting. On the contrary, from diplomatic circles some information was leaking, that London was preparing systematic steps against Austria's government. Austria's chancellor Werner Faymann's answer: "There is no way to threaten us and I very much hope, that this is a kind of misunderstanding". In fact, the real problem lies in the United Kingdom, since most of the more than 20 Billion € of planned financial support (plus 35 years of guaranteed feed-in-tariffs), will have to be paid by the British consumers. Indigenous people to give way to mining ---------------------------------------------------------------------- The Dene First Nations in La Loche, north west Saskatchewan, are being squeezed out of their traditional territory by uranium ore discoveries on one side and the expanding tar sands on the other. Australia: proposed uranium mine at Kintyre approved ---------------------------------------------------------------------- In early spring the Western Australian Environment Minister approved the proposed uranium mine at Kintyre in Western Australia. This mine is owned by Cameco and we are looking for International support. A unique desert ecosystem that was excised from the Karlamilyi National Park to allow mining. The Federal Environment Minister now decides the fate of WA's largest National Park and the surrounding Aboriginal Martu communities who are under threat from the proposed Kintyre uranium mine. According to the committee, the total number of children suspected of thyroid cancer reached 117. Of them, 86 already went through surgery and were confirmed to have suffered thyroid cancer. Since April 2014, the second round of medical examination has been conducted on 75,311 children. 8 of them had shown "no abnormality" at the first round, but they were newly suspected of thyroid cancer after the second round.
