How to use this template?
There needs to be a discussion where and how to use this template.
For the main page it doesn't fit to the current configuration. The last years, only for very urgent issues (serious) catastrophes the configuration was "broken" to inform about the Fukushima disaster or the Talvivaara spill. For less urgent topics, a discussion is needed how to arrange it on the main page (if not just added on the top of the news section as done until yesterday). Also a discussion on what makes something "breaking news" is needed before randomly adding something on the top of the main page.
Until that discussion happened, where does it make sense to use this template?
